Steve Caldwell, President
Steve has over 40 years of experience in financial management, capital projects, and commodity price risk management in the mining and investment banking industries. He has a Bachelor of Science degree from Indiana University and an MBA from the University of Chicago. Steve is a former City of Livingston and Park County Commissioner. He is committed to helping Park County’s diverse communities.
Heather Malcolm, Vice-President
Heather Malcolm, Vice President of Bank of the Rockies, leads the ag lending department, and manages her own state-wide commercial and agricultural loan portfolio. Heather is a native Park County Resident with deep family roots in Park County and Montana. Heather holds a bachelor’s degree in Agricultural Economics from Montana State University. She is active in local, state, and national industry and community associations and organizations.
Bill Berg, Secretary/Treasurer
Bert Otis, Director
Bert and his wife, Kris Otis, moved to Paradise Valley from Billings, Montana, in 1984. They owned and operated the Pine Creek Store & Cabins until 1994, when they sold the business and purchased the Pierce Ranch—now known as the Otis Ranch. In 1989, they bought and operated the Emigrant General Store. After 35 years, they sold the store in 2024. Bert and Kris continue to manage the Otis Ranch and remain deeply connected to the Paradise Valley community.
Mary Anne Keyes, Executive Director
Since 2007, Mary Anne has served an MSU Park County Agent, providing leadership in the 4-H youth development arena first and now economic and community development for Livingston and Park County. She has over 15 years of experience leading efforts in community development, leadership and capacity building, and workforce development in communities.
Sarah Skofield, Director
Sarah has over 15 years owning and operating her State Farm Agency in Livingston and has assisted numerous individuals, businesses, and organizations with their insurance and financial needs. Sarah has many years of grant writing and fundraising experience through her membership with Livingston Rotary Club and as a board member with The Shane Lalani Center for the Arts.
Trent Balestri, Executive Director
Trent currently serves as a Park County Economic Development Extension Agent and has experience in the United States Department of State and the tourism industry. Living in four different countries, Trent brings technical knowledge of economic development, diplomacy, and operating in diverse cultures to the table. He obtained a degree in International Studies from the University of North Carolina at Charlotte.
